In order to make a program or project a success, we focus on project delivery selection, scope definition, budget development, contract packaging, master schedule development, program procedures and reporting, design and construction management, startup and commissioning, and program closeout.
Construction Management and Resident Engineering
CPM personnel are experts in construction contract administration on behalf of the Owner while facilitating timely and safe completion of the work. As the Owner’s authorized representative on the project site, our team oversees the project with respect to time, cost, and quality, including:
- Contract administration
- Quality assurance
- Processing project correspondence including RFIs and submittals
- Review and approval of payment applications based on work in place
- Schedule management
- Change management for field related changes
- Safety oversight
- Interface with other third parties
- Commissioning
- Contract closeout
Stakeholder Engagement
Proactive stakeholder engagement drives success at every step of the project. Throughout the duration of a project, our team will provide detailed documentation of stakeholder requirements, needs, preferences, and options. Our project teams continuously evaluate project budgets and present applicable solutions to mitigate cost overruns or capitalize on underruns. We will leverage our knowledge, lessons learned, resources, and relationships from past projects to ensure that the needs of the stakeholders are met and that there is open two-way communication.
Project Controls
CPM is at the forefront of the latest technological advancements in Project Controls, working with many of the frequently used cloud-based Project Controls Management Systems. We keep projects organized, on schedule, and on budget by keeping participants fully informed and in timely fashion. Our experience in Project Controls allows us to anticipate problems and develop alternatives to assist the Owner in reaching practical and cost-effective solutions.
The key elements of project controls are:
- Development of realistic budgets and schedules from project inception
- Accurate performance measurement such as “as-planned vs. as-built”
- Forecasting and Trending
- Preparation of informative and timely reports
Cost Estimating
Providing a complete range of estimating services, CPM understands what is required during progressive stages of a project:
- Conceptual – Cost estimates for feasibility studies, alternative studies, economic analysis, and budget development
- Design Development – Cost estimates for budget verification during design phases with value engineering support
- Bidding – Cost estimates in support of bid evaluation
- Construction – Independent cost estimates that verify changes in scope, addition or deletion of work, and evaluation of contractor claims
- Post-construction – Estimating support to assist in project closeout
Our estimators have extensive experience in cost estimating the full spectrum of disciplines including civil, structural, architectural, landscaping, mechanical, fire alarm, electrical, special systems, and baggage handling.
CPM Scheduling
A project without a schedule is rudderless. CPM’s schedulers can help a client create an initial schedule at the time of concept or validate construction schedules while work is in process. Regardless of phase, we utilize the latest scheduling technology and draw upon our years of experience and real-world experience.
Claims Analysis
Although CPM takes a proactive role in the elimination and mitigation of construction claims, they still arise. We provide our clients with experienced staff in the preparation and evaluation of project claims. Our expertise in Project Controls affords us the fundamental understanding of the cause and effect of construction issues, thereby allowing us to assess causation, quantify the schedule and cost impact, and formulate a negotiation position. When the need for claims resolution arises, we assist our clients in preparing and evaluating claims towards equitable settlements. CPM has provided claims support to public and private clients alike, and our services include:
- Assist in the review of claims
- Preparation and evaluation of delay analysis
- Calculation and demonstration of the effect
- Development of strategies and positions
- Establishment of entitlement
- Preparation of exhibits for use during negotiations or legal proceedings
Sustainability
Sustainability is no longer a luxury and now more of a basic requirement. Having worked on multiple LEED Silver, Gold, and Platinum equivalent or designated projects, CPM works closely with the Owner to understand their sustainability goals and then works with the relevant project team members to achieve those goals.
Office Engineering
CPM’s Office Engineers support the Project Manager, Construction Manager, and Project Controls, as needed on a project-by-project basis. The Office Engineer schedules and prepares documentation for meetings, takes and distributes meeting minutes, follows up on outstanding items and assists in documenting project-related items. CPM’s Office Engineers have a wide range of expertise and experience and our team matches the Office Engineers with projects based on their skill sets.
Quality Control and Field Inspection
Often construction projects, particularly government and other publicly funded projects, require that an independent consultant monitor day to day construction activities for code compliance and quality assurance as required by the contract documents. CPM inspection staff is familiar with applicable codes, facilities operations, and safety standards. Our inspectors recognize the importance of keeping the project moving forward, prompting them to work effectively with the Owner, designer and contractor in developing solutions to construction issues while maintaining the quality of work and ensuring conformance with the contract documents.
Document Control
Our Document Control specialists work with clients to establish and enforce controlled processes and practices for accessibility of documents through the project lifecycle. The goal is to make documentation trusted and available to the project team during the project and then to hand over a complete set of files to the Client at project closeout.
